What do you understand by social influence? How can social influence and persuasion bring out behavioural change?

Influence that lies or humiliates a community is not ethical administration.

Introduction

Social influence is the way other people’s presence, norms, and power shift what we do. Persuasion is the deliberate use of message and messenger to invite that shift. Together they can change a habit at the counter or in a village square — for good or for harm.

Social influence

  • Social influence is change in belief or act because of real or imagined others: family, peer, officer, crowd, or a screen.
  • Kelman’s three routes are useful: compliance (do it to avoid cost), identification (do it to be like a respected person), internalization (do it because it now feels right).
  • Cialdini’s levers — authority, social proof, commitment, liking, reciprocity, scarcity — describe how offices and campaigns actually move people.
  • A queue that jumps for a connected person is social influence teaching the wrong lesson; a visible helmet on the SP is influence teaching the right one.

Persuasion

  • Persuasion is communication that seeks a willing change: reason (logos), trust in the speaker (ethos), and feeling that is not cheap panic (pathos).
  • It differs from coercion: the citizen can still refuse without a lathi as the only argument.
  • In administration it is the note, the gram sabha, the loudspeaker, the local teacher, and the published reason.

Behavioural change

  • Make the desired act easy and visible: a working toilet, a nearby booth, a simple form.
  • Use trusted messengers: ASHA, sarpanch, imam, or a recovered patient, not only a circular.
  • Public commitment: a written pledge or a group photo after a camp locks a new identity.
  • Feedback and default: DBT that arrives, a fine that is certain, a default opt-in that is still lawful and decent.
  • Narrative: Swachh Bharat, vaccination, and Beti Bachao worked where pride and neighbour-proof joined a facility on the ground.
  • Ethical limit: do not use fear of a community, fake scarcity, or a lie; influence that humiliates is not public ethics.

Officer’s duty

  • Diagnose whether the block is information, trust, cost, or identity before choosing a tool.
  • Combine influence with a fair file; persuasion cannot wash an unjust order.

Conclusion

Social influence is others shaping our acts; persuasion is the craft of inviting a better act. Behaviour changes when a trusted message, an easy facility, and a fair rule travel together — never when the State only shouts or only punishes.

Attitude

Democratic attitude treats the citizen as the source of authority and shows as courtesy, speaking orders, and inspectable criteria. Protest is often an Article 19 voice; persuasion is public reason before coercion. Ethos, pathos, logos and Cialdini’s tools explain how a trusted, factual, felt message works. Naming the grievance and offering an auditable next step convert heat into a file. Gandhi’s satyagraha is persuasion plus discipline, not vandalism. Force is last when life or another’s right is hit; empty persuasion is deceit.

Civil Service aptitude and values

Impartiality decides by statute, evidence and need, not by caste, party, gift or fear. Nolan, Kant and Rawls give the same test: a noting that survives a hidden name. For the weaker section it applies Articles 14–17 and 46 instead of selling the free entitlement. Speaking orders, social audit and protection of the honest officer are the method. Ambedkar and field officers like Sankaran show impartiality as social democracy in the file.
