Cabinet Committee on Security
- CCS, chaired by the Prime Minister, is the highest political body for defence, nuclear, space, and internal-security decisions of cabinet rank.
- It typically includes the Ministers of Defence, Home, Finance, and External Affairs; the National Security Adviser and service chiefs attend as required.
- Force structure, major acquisitions, and responses to a Kargil-type or cross-border crisis are CCS business, not a line ministry circular.
National Security Council system (1998)
- The NSC, also chaired by the Prime Minister, is the dedicated council for integrated national-security advice after the 1998 tests and the Kargil Review.
- The National Security Adviser is the secretary and hinge; the Strategic Policy Group, National Security Advisory Board, and Joint Intelligence Committee feed it.
- This is the nearest named “parishad” for long-term defence and security strategy, as distinct from day-to-day ministry files.
Supporting defence councils and HQ
- The Defence Acquisition Council (Raksha Mantri) and, from 2018, the Defence Planning Committee (NSA) translate political direction into capability plans.
- Headquarters Integrated Defence Staff and later the Chief of Defence Staff (2019) sit under that political council stack; they do not replace CCS or NSC.
What elaboration must not confuse
- The National Defence College is a training institution, not the council.
- National Defence Fund is a public contribution fund, not a decision body.

Conclusion
- India’s National Defence Council, in working constitutional practice, is a two-tier apex: CCS for cabinet decisions and NSC for integrated advice, with NSA, DAC, and planning bodies underneath. Elaborating the parishad therefore means naming those councils and their feeders, not inventing a separate board that the statute books do not carry.

NITI Aayog’s 2017 draft NEP folds existing RE and climate pledges into one energy frame. 175 GW by 2022: 100 GW solar, 60 GW wind, 10 GW bio-power, 5 GW small hydro. About 40 per cent non-fossil electricity capacity by 2030 is the Paris-linked target. 24×7 power for all and village electrification are the access companions. Corridors, bidding, and must-run status turn capacity targets into generation.
