Introduction
The National Security Council of India is the Prime Minister’s apex advisory body on national security, created by Cabinet decision in 1998 after the nuclear tests. - Integrate external, internal, military, economic, nuclear, space, cyber, and energy security so that a border crisis is not treated as only an army file.
- Advise on nuclear doctrine and strategic forces policy in concert with the political authority (CCS), including command-and-control discipline after 1998.
- Commission long-term assessments (neighbourhood, technology, maritime) and task intelligence coordination — a lesson of Kargil, later joined by other fusion bodies.
- Align ministries on counter-terror, border management, and critical-information infrastructure without replacing the Home Ministry or the services.
- Support the PM in international security diplomacy: Quad-type minilaterals, export controls, and crisis hotlines need a single Indian brief.
The Council functions well when NSCS is a fusion shop. It fails when it becomes only a speech-writing annex and CCS hears ministries in silos again.
