"Budgets are half used if they serve only as planning device". Critically examine this statement.

A budget is a yearly plan of tax, borrow, and spend, but that is only one function. Article 112 and FRBM are the planning and medium-term frame. Control needs the vote, PFMS cash rails, CAG, and the Public Accounts Committee. Stabilisation and redistribution are policy uses that a mere plan does not automatically deliver. The warning is fair; India’s gap is more execution and audit bite than a missing theory.

Introduction

A budget is a plan of receipts and spending for a year. If that were all it did, the other half of public finance would be missing: control, accountability, stabilisation, and redistribution. The statement is therefore largely right. It is incomplete if it treats planning as a small thing.

The planning half

  • The Annual Financial Statement under Article 112, the Finance Bill, and Demands for Grants are the plan: what the Union will tax, borrow, and spend.
  • Medium-term Fiscal Policy under FRBM extends that plan beyond one year so that a single Budget cannot hide a debt path.
  • Outcome budgets, gender budgets, and scheme allocations try to turn the plan into intended results, not only ministry ceilings.

The unused half if planning stands alone

  • Legislature control — debate, cut motions, and the Public Accounts Committee reading the CAG — is not planning. It is ex post accountability.
  • Cash management through PFMS, treasury rules, and supplementary or excess grants is execution control. A beautiful plan that is not paid, or is paid to the wrong vendor, is half a budget.
  • Macro stabilisation (deficit in a slump, surplus discipline in a boom) and redistribution (food, health, tax progressivity) are policy uses, not spreadsheet uses.
  • If the Budget is only a wish-list, virements, parked funds, and March rush replace the plan, which is how “half used” shows up in audit paras.

Critical balance

  • Planning is not a minor half. Without a voted plan there is no legal spending at all.
  • The statement is fair as a warning against paper Budgets. It is unfair if it forgets that India already names control institutions; the failure is often compliance, delayed utilisation certificates, and weak outcome measurement, not the absence of a second idea.

A full Budget is therefore plan plus vote plus pay plus audit plus correction.

Conclusion

Budgets used only as plans waste the control, macro, and justice halves. Article 112 planning is still essential. FRBM, PFMS, outcome budgets, CAG and PAC are how the other half is supposed to work; they work only when execution matches the vote.

Bhoodan began with Vinoba Bhave in 1951 as a voluntary land-gift campaign. It belongs to the land-reform story in aim, not as a replacement for zamindari, tenancy, and ceiling statutes. Pledged acres exceeded securely mutated titles, so the legal harvest was thin. Gramdan tried community vesting of village land. The lasting effect is moral history plus some plots, not a finished redistribution.
