Introduction

Self Help Groups are small, mostly women’s, thrift-and-credit circles that NABARD, NRLM, and State missions use as the last-mile of financial inclusion. They have opened bank accounts and dignity. They still face credit, skill, capture, and market challenges, so effectiveness needs more than a group photograph.

  • Many groups remain thrift clubs: internal saving is regular, bank linkage is thin, and the loan is too small or too late for a real micro-enterprise.
  • Book-keeping, digital KYC, and interest literacy are weak where the animator is honorary and the member cannot read the passbook.
  • Elite capture and proxy membership put the loan in a husband’s or a local notable’s pocket while the woman’s name stays on the register.
  • Markets are missing: pickle, incense, and stitching groups compete with each other and have no assured offtake, brand, or GST-ready buyer.
  • Overlap of NRLM, State missions, and NGO federations confuses the same village; multiple groups chase the same revolving fund.
  • Social barriers — caste seating, unpaid care, unsafe mobility — stop meetings, so a dormant SHG is a paper success.

Measures to make SHGs effective and beneficial

  • Bank linkage must move from a one-time account to repeat doses of cash credit, interest subvention, and timely NPA hand-holding under DAY-NRLM and State rural livelihood missions.
  • Cluster federations, common facility centres, and ODOP-type product focus give a market that a ten-member group cannot find alone.
  • Capacity building — book-keeping, digital payments, quality, and legal literacy — should be paid, repeated, and tested, not a one-day camp.
  • Social audit, rotation of office-bearers, and Aadhaar-seeded individual accounts reduce proxy capture.
  • Convergence with MGNREGA, food processing, and public procurement (including SHG canteens and mid-day meal supply) turns credit into a payable order.
  • Childcare, safe transport, and police help-desks are not “soft extras”; they are what keep the meeting alive.

Balance

  • SHGs work where credit, skill, and a buyer sit together.
  • They fail where the group is only a disbursement vehicle.
  • The discussion therefore treats challenges as structural and measures as a credit-plus-market package, not as more registration targets.
