What the crisis is
- Physical scarcity appears as falling groundwater, shrinking tanks, and rivers that do not meet downstream need in the lean season.
- Quality crisis appears as fluoride, arsenic, nitrate, and untreated sewage in the same aquifers and streams that towns drink from.
- Access crisis appears when women and the poor queue, buy tanker water, or irrigate last, even if the basin average looks adequate.
- Climate variability, paddy–cane flooding of fields, and leaky urban pipes turn a manageable monsoon into a crisis in states such as Uttar Pradesh as well as in the peninsula.
Suitable management measures
- Treat water as a basin: conjunctive use of surface and groundwater, aquifer mapping, and Atal Bhujal-type community water budgets where the table is falling.
- Demand side first: shift from flood irrigation to micro-irrigation, from cane–paddy excess in stressed blocks to less thirsty crops, and from leaking municipal lines to metered, repaired supply.
- Harvest and reuse: tanks, farm ponds, rooftop rainwater, wetland revival, and treated wastewater for industry and parks.
- Quality and rights: sewage treatment before river discharge, well-head protection, and household tap water under Jal Jeevan Mission so crisis is not dumped on women at the standpost.
- Institutions: water-user associations, groundwater acts that actually limit borewells, and Centre–state sharing on inter-state rivers instead of a seasonal quarrel.

Living standards moved unevenly; the revolution was socio-economic, not merely technical.
