- Foresight is ethical because harm that was foreseeable and ignored is a form of negligence, not bad luck.
- Tools: pilot, sunset clause, grievance data, field visit, and a pre-mortem of “how this policy could fail the poor.”
Agreement, with justification
- Agree that welfare is the telos of formulation and that implementation needs anticipatory ethics.
- Qualify “solely”: welfare through law, rights, and truth about cost, not welfare as a blank cheque.
- The two halves belong together: a welfare aim without foresight becomes cruelty at the counter; foresight without a welfare aim becomes clever control.
