Technology Vision 2035 is TIFAC’s long look, released in 2016, at what Indian science and engineering should do for a citizen rather than only for a lab ranking. The document earmarks twelve sectoral fields, states an aim of technology in the service of society and a globally competitive India, and lists twelve prerogatives — special claims an Indian should be able to make on the technology system by 2035.

- Foresight is citizen-centric: each sector is judged by whether a household in a small town feels the outcome, not only by papers published.
Special powers / prerogatives of the Indian citizen
- Clean air and potable water; food and nutritional security; universal healthcare and public hygiene; and twenty-four-hour energy are the basic material claims.
- Decent habitat; quality education, skill and livelihood; and safe, speedy transport are the urban-opportunity claims.
- Public safety and national security; transparent and effective governance; and cultural diversity and vibrancy protect the political and social person.
- Disaster and climate resilience; and eco-friendly conservation of natural resources close the list so that 2035 is not a brittle high-tech island.
- These are not justiciable fundamental rights copied from Part III; they are the Vision’s checklist of what the technology State owes the citizen.
Vision 2035 therefore names fields, a societal aim, and a citizen scoreboard. Implementation still sits with ministries, States, and firms; TIFAC wrote the map, not the budget line.
