Discuss the disaster management in India at the Centre, State and District levels.

The Disaster Management Act, 2005 built a Centre–State–district chain instead of only post-calamity relief. NDMA (PM), NEC (Home Secretary), NDRF, NIDM, and national funds are the Union tier. SDMA (CM), SEC (Chief Secretary), SDRF, and State plans own most of the response. DDMA under the Collector writes and runs the district plan, shelters, and first-hour command. Prevention and drills matter as much as rescue; a cupboard plan is not a district system.

Introduction

India’s disaster map is a three-tier chain under the Disaster Management Act, 2005, not a single Delhi helpline. The Centre sets policy, force, and finance. The State owns most of the ground response. The district is where the warning becomes an evacuation bus. The 2018 question wants that architecture, not a list of famous earthquakes.

Body

Centre

  • The National Disaster Management Authority, chaired by the Prime Minister, lays down policies, plans, and guidelines; it is the apex body under the 2005 Act.
  • The National Executive Committee, chaired by the Union Home Secretary, coordinates ministries and prepares the National Plan (a National Policy on DM existed from 2009; a National Plan followed).
  • The National Disaster Response Force provides specialised rescue; NIDM trains; the National Disaster Response and Mitigation Funds are the money windows (names evolved from the older Calamity Relief logic).
  • The Union notifies hazards, supports early warning (IMD, CWC, INCOIS), and can deploy the armed forces as the last, large logistics arm.
  • Central responsibility is therefore doctrine, capacity, and surge — not replacing the Collector on day one of a flood.

State

  • Each State Disaster Management Authority, typically headed by the Chief Minister, writes the State plan, sets norms, and coordinates departments (irrigation, health, PWD, police, food).
  • The State Executive Committee, usually led by the Chief Secretary, is the day-to-day coordination engine in a cyclone or flood week.
  • State Disaster Response Force units, State relief codes, and State disaster funds are the local muscle; vulnerability atlases and building bye-laws sit here if they are real.
  • States differ sharply: a cyclone-practised coast is not the same as an inland floodplain that still treats disaster as an annual relief camp.

District

  • The District Disaster Management Authority is chaired by the District Magistrate / Collector, with the elected zila body often as co-chair where the Act’s scheme is followed.
  • DDMA prepares the district plan, runs mock drills, identifies shelters and relief roads, and is the legal incident commander for most natural disasters until a larger incident command takes over.
  • Tehsil, block, and village disaster teams, Aapda Mitra-type volunteers (where started), police, fire, SDRF companies, and local hospitals are the actual first hour.
  • Weak districts fail on maps that are not updated, control rooms that are not 24x7, and plans that live in a cupboard.

The 2005 shift is from relief after death to prevention, mitigation, preparedness, and response as one cycle. The three levels only work if the district plan is rehearsed and the State does not wait for a central tweet.

Conclusion

Disaster management in India is NDMANEC–NDRF and national funds at the Centre; SDMA–SEC–SDRF and State plans in the State; and the Collector-led DDMA at the district. The 2005 Act made this a legal chain. Lives are saved when the district plan is live and the three tiers share warning, force, and money without waiting for a blame cycle.

Pursuit is federal delivery, not a separate UN ministry.
