Introduction

El Niño is the warm phase of ENSO in the east-central Pacific. India’s main rainy season is the southwest monsoon of June–September, fed when Southern Hemisphere south-east trades cross the equator and turn. The English stem’s ‘south-east monsoon’ is that monsoon system. The link is statistical, not a law, and agriculture feels it through rainfall, reservoirs, and prices.

El Niño and the monsoon link

  • In a typical El Niño, the Walker circulation weakens, Pacific convection shifts east, and the rising limb over the Indian Ocean and South Asia is often suppressed.
  • All-India summer monsoon rainfall (ISMR) then tends to be below normal, with a higher chance of drought years—but not every El Niño is a drought (the Indian Ocean Dipole can wet the monsoon, as in some years).
  • La Niña, the cold phase, more often favours a normal or excess monsoon, again with exceptions.
  • Onset delay, long breaks in July–August, and uneven spatial spread (deficient north-west, patchy east) matter as much as the seasonal total.
  • South-east trades are the Southern Hemisphere winds that, after crossing, become the southwest monsoon current over the Arabian Sea and Bay of Bengal; El Niño alters that whole Walker–monsoon coupling, not a separate ‘southeast rainy season’ of India.

Impact on agriculture

  • Kharif rice, maize, soybean, groundnut, cotton, and rainfed pulses in the Deccan and central India are the first to lose if June–September rain fails or comes in few violent spells.
  • Sugarcane and paddy in canal commands suffer when reservoirs (live storage) stay low; Uttar Pradesh cane and rice feel both rain and canal water.
  • Drought raises fodder and drinking-water stress, cuts rural labour demand, and can push food inflation; the government then uses MSP procurement, drought relief, and later rabi planning.
  • A weak monsoon can still allow a good rabi if winter western disturbances and groundwater help wheat—so the farm year is not only kharif—but groundwater over-pumping is itself a cost of monsoon failure.
  • Forecasting (IMD ENSO updates, IOD watch) is now part of agricultural risk management, not only a geography note.

The limit is elite college education, not mass primary schooling.

Patel and V.P. Menon used accession and standstill agreements to bring most princely states into the Union. Mergers created larger administrative units such as Saurashtra and Madhya Bharat.
