A resource is not only a stock. It is a decision about who takes the sand, the coal, the spectrum, and who drinks the leftover.

A slogan of ‘national wealth’ that skips who drinks the leftover is a loot with a flag. Conservation is not a freeze that starves; theft is not growth. Name who decides the sand in a UP riverbed, and who cannot. Close on a decision that can be audited. That is management, not a brochure of minerals.
