The European Central Bank issues euro-area financial stability reviews for the Eurosystem. It does not prepare the IMF’s Global Financial Stability Report. This option is not the key.

The Global Financial Stability Report is a flagship publication of the International Monetary Fund, issued twice a year, on markets, vulnerabilities and systemic risk. That is why (b) is the official key.

International Bank for Reconstruction and Development
The International Bank for Reconstruction and Development is the World Bank’s main lending arm; its flagships include the World Development Report, not GFSR. This option is wrong.

Organization for Economic Cooperation and Development
OECD publishes economic outlooks and financial-market papers, not the GFSR. This option is not the key.
Summary. Official key is (b) International Monetary Fund. GFSR sits beside the World Economic Outlook and Fiscal Monitor as IMF surveillance products. ECB, IBRD and OECD each publish other reports that candidates may confuse with GFSR. The name ‘global financial stability’ is the IMF markets-and-risks series. Only (b) is the preparing institution.
