Uttar Pradesh is a tube-well state. Alluvial aquifers look generous, yet western sugarcane–paddy blocks, Bundelkhand hard rock, and Ganga-plain arsenic make groundwater a crisis of quantity, quality, and politics of free power, not a simple well story.

Quantity problems

  • Over-exploited and critical blocks, mapped by CGWB, sit mainly where rice, wheat, and sugarcane run on deep tube-wells and where canals do not reach the tail.
  • Falling water tables raise pumping cost and dry shallow wells that small farmers still use.
  • Urban and industrial draw, plus brick kilns, add a non-farm pump load that the irrigation debate often ignores.

Quality and governance challenges

  • Arsenic in parts of the Ganga plains, fluoride in pockets of the south-west and Bundelkhand, and iron in the tarai make “more pumping” a health risk, not a solution.
  • Unmetered agricultural power and unregulated private bores are the political challenge: a roster on paper does not stop a night pump.
  • Recharge structures, ponds, and Atal Bhujal-type community plans exist, but encroached talabs and concreted towns cut recharge.
  • Climate variability and a monsoon that arrives late push panic sowing onto groundwater.
  • The Budget can fund drip and crop shift; it cannot, by itself, retire a sugarcane pump where the mill still pays.

Major problems are over-draft in intensive blocks, toxic quality in arsenic and fluoride belts, unregulated bores and power, lost recharge, and climate timing. The challenge is to substitute canal, drip, and crop change for the private tube-well. Utilization without that shift is mining.
