Explain the merits and demerits of persuasion in relation to public protest.

Introduction

Public protest is a constitutional speech of the street. Persuasion is the craft of giving reasons, feeling, and a trusted speaker so that anger can become a bargain rather than a fire. It has real merits in a republic, and real demerits when it is used as a stall or a lie.

Public protest and why persuasion appears

  • Article 19 protects peaceful assembly and speech; a district that treats every protest as a riot has already chosen the lathi as its only language.
  • Persuasion, in Aristotle’s ethos–pathos–logos, is how an officer, a union, or a movement tries to move the other without erasing them.
  • Hovland’s source credibility and the elaboration-likelihood model both say that a trusted, clear, two-way talk lasts longer than a megaphone or a midnight circular.

Merits of persuasion in protest

  • It can prevent violence: a speaking DM who names a rumour, a genuine grievance, and a next date often cools a crowd that a silent camp will inflame.
  • It can convert protest into policy: farm, fee, or land talks that record a written assurance turn heat into an inspectable promise.
  • It preserves legitimacy: even when the state must finally enforce, those who were heard are less likely to treat the republic as an enemy.
  • Inside a movement, persuasion disciplines the protest itself — Gandhi’s ahimsa was persuasion of one’s own volunteers, not only of the Raj.
  • It is cheaper in human cost than a lathi-charge that becomes a Commission of Inquiry.

Demerits of persuasion in protest

  • Persuasion can be delay dressed as dialogue: committees without power, and ‘talks’ while a bulldozer runs, destroy ethos and teach that only fire is heard.
  • False assurances are not persuasion; they are fraud, and they guarantee a larger, bitterer protest later.
  • Unequal power: a hungry crowd against a secretariat table is not a seminar; without a real concession or a lawful explanation, talk is humiliation.
  • Co-option: leaders may be persuaded into a room while the original grievance is buried — a demerit that radicals will then cite against every future talk.
  • When the protest itself is a hate assembly or a blockade of a hospital, persuasion cannot replace the duty to protect the third party; logos then includes the IPC.

How an officer should use it

  • Hear in public, record in writing, offer a lawful next step, keep a channel, and do not lie. Pair talk with a working service. Use force last, proportionately, and accountably.

Probity in Governance

Ethical responsibility is fidelity to the Constitution, truthful files, neutrality, and citizen-centric delivery. Illegal oral orders are answered on file, not in secret obedience. Public interest is the open community’s welfare, not office comfort. RTI 2005 makes information the rule; Section 4 and speaking orders serve that rule. Exemptions protect privacy and security; vendetta is not public interest.
