  • Biofortified grain and ICDS-linked nutrition biotech (when actually procured) attack hidden hunger in the same households that hold ration cards.
  • Rural diagnostics and livestock vaccines protect the asset base of the poor — health and cattle — which credit cannot replace after a crash.
  • Skilling and park jobs are real but thinner: the mass uplift path is public health and farm biotech, not only a few thousand lab posts.

Biotechnology helps the poor when the State buys and delivers it, not when it remains an export brochure.
