Introduction

The Quad is a diplomatic-security conversation among India, the United States, Japan, and Australia. Malabar is a naval exercise that those partners now share. Together they signal an Indo-Pacific balance. They are not a NATO, and they cannot by themselves contain China’s continental and economic weight.

What the Quad is

  • The Quadrilateral Security Dialogue began in 2007 around Shinzo Abe’s ‘confluence of the two seas’, went quiet after China’s protest and Australia’s pullback, and revived from 2017 at official and then ministerial level.
  • Members are the four democracies with Indian Ocean–Pacific stakes: India, the US, Japan, and Australia.
  • The agenda is a free, open, rules-based Indo-Pacific: maritime security, quality infrastructure, supply chains, and pandemic cooperation—not a written mutual-defence treaty.
  • For India it is a way to sit with partners without signing an alliance that would contradict strategic autonomy.

What Malabar is

  • Malabar began as an India–US exercise in 1992; Japan became a regular; Australia’s 2020 return made it a Quad-format navy drill for the first time since the mid-2000s.
  • It practises anti-submarine warfare, air defence, and replenishment—skills that matter if sea lanes near the Malacca approaches are contested.
  • It is a message to Beijing that the four can operate together; it is also training, not a standing fleet.

Would Malabar contain China?

  • Partially at sea: interoperability and presence raise the cost of a reckless PLAN push in the Indian Ocean and raise partner confidence.
  • Not as world politics: China’s influence runs through the Belt and Road, UN votes, rare earths, 5G, and the PLA on the LAC and in the Himalaya, which a Bay of Bengal drill does not police.
  • Containment as a Cold War word over-claims: India still trades with China and talks in RIC and BRICS; the Quad is balancing, not a blockade.
  • Success is therefore limited and maritime. Political influence in Africa, South Asia ports, and WHO corridors will not be decided by Malabar alone.
  • Malabar works as one instrument beside diplomacy, atmanirbhar manufacturing, and border capacity—not as a substitute for them.

Conclusion

The Quad is a four-democracy Indo-Pacific dialogue; Malabar 2020 is its most visible military grammar. The exercise can complicate China’s naval freedom and reassure partners. It cannot contain China’s global influence by itself, because that influence is economic, diplomatic, and continental as well as maritime.

Union and the States

Article 263 and the 1990 Presidential Order created the Inter-State Council after Sarkaria. It is a political forum for Centre–State and inter-State coordination, not a court. It can record disputes and recommend; it cannot bind the Union like a statute. Infrequent meetings and a PM-chaired, recommendatory design weaken its role. GST Council and fiscal bodies now often bargain harder than this Council.
