What is Form 7 and Electoral Roll Revision?
- Form 7 is the statutory application used by electors to object to the inclusion or seek deletion of a name in the electoral roll under the Registration of Electors Rules, 1960.
- Electoral rolls undergo periodic revisions managed by Electoral Registration Officers (EROs) under the superintendence of the ECI.
Key Changes Introduced
- Individual electors can now submit a maximum of 10 Form 7 applications during a single claims and objections period.
- Before: No explicit individual cap existed, enabling political operatives to file unsubstantiated bulk objections.
- After: Bulk filings are constrained, protecting genuine voters from arbitrary target deletions and reducing administrative burden on EROs.
Why It Matters
- Prevents voter disenfranchisement through malicious, unsubstantiated objections intended to purge political opponents' supporters.
- Ensures administrative efficiency during intensive voter verification drives.
Prelims facts
- Form 6 is for new inclusion, Form 7 is for objection/deletion, and Form 8 is for correction of particulars in electoral rolls.
Mains discussion
- Examine the electoral reforms needed to prevent technological and administrative abuse during voter list cleanup drives.
