- Channels: foreign direct investment and joint ventures, licensing of patents and know-how, turnkey plants, OEM-supplier learning, academic collaboration, and the movement of skilled people.
- Public face: CSIR-type lab-to-industry licensing, DRDO-industry partnerships, and agricultural extension (a transfer of seed and practice to millions of farms).
- Private face: a multinational’s process book plus training of local engineers, or a start-up’s licence to a manufacturer.
- Transfer can be horizontal (same industry, new geography) or vertical (lab to shop floor). The test is whether the receiver can operate, maintain, and later improve the process.
How far it disseminates complex technology
- Where it works: autos, two-wheelers, generic pharma process chemistry, telecom assembly, and some renewable hardware — repeated production plus supplier parks created Indian capability from imported drawings.
- Absorptive capacity is the governor: engineering colleges, metrology labs, quality culture, and a patient firm that funds the second and third year of learning. Without that, a licensed plant remains a screwdriver operation.
- Strategic and dual-use ceilings: nuclear, missile, and advanced semiconductor tools sit under NSG, MTCR, Wassenaar-type controls; partners will not transfer the crown jewels even for a large cheque.
- IP and contract: patents and trade secrets set the legal pipe; a weak enforcement climate either scares the sender or leaves the receiver with a black-box module they cannot repair.
- Offsets, local-content, and Make in India-type clauses can force a classroom next to the assembly line; they fail if the clause is waived or if only low-value work is localised.
- Tacit knowledge: complex tech is in the technician’s hand and the failure log. A one-week training does not transfer a jet-engine metallurgy culture.
Technology transfer is therefore necessary for dissemination and insufficient alone. It goes far in medium-complexity, high-volume industry. It goes a short legal and skill mile in the most complex, dual-use, and IP-thick domains unless the receiver invests in people and metrology for years.
